Incomplete item return

I just received my item but it is incomplete (computer modular power supply), 6 modular cables are missing out of the 8 (and on top of that one of them isn’t original! photos sent) The buyer accepts the return only if the power supply is complete, even though it wasn’t. At the end of the return, will I be refunded? Should I send back what I received (the power supply is unusable for my computer because of the missing cables) What should I do? I can hardly see how you could return the missing accessories (that would be a bit too easy for sellers...).
