Reporting a seller offering a transaction outside eBay

I bought lamps on eBay, but they were defective. The seller refunded the product to me. Shortly after, he contacted me by SMS to offer me other lamps directly on his website, outside eBay.
However, the way these new lamps work does not match what was stated in the original listing. In addition, the seller refuses to discuss it.
Can you tell me whether this practice constitutes a violation of eBay's rules? In particular, is offering a sale outside the platform something that can be reported?

It was risky to make this purchase off eBay after receiving an item that didn’t match..
If the seller has a website, I’m not sure the offer counts as a violation..

Subject: Off-eBay sale and incompatible product
Hello,
I bought lamps (model H1) on eBay. The first batch was defective; the seller refunded me, so I have no complaint about that.
After that, the seller offered to sell me another lamp model, which was also available on eBay. In the text message, he gave me the choice: buy through eBay or make the payment directly by bank transfer (off eBay). He said he preferred the second option, which suited him better.
The listing says these lamps are compatible with all cars, but once installed on my vehicle, an error code appears: the product is not compatible at all. The seller refuses any further refund.
Even though I accepted the off-eBay offer, I was not aware of the rules and I would like to report this practice, which goes against the Policy on offers to buy or sell outside of eBay.
If my request is not justified, please ignore it.
