On VAT
Hello,
I bought an item on ebay, a HO locomotive, for the amount of 149 euro + 28 euro shipping costs + 35.40 VAT, this VAT was recovered by ebay.
I received a text from La Poste and went to the laposte website, saying that I have to pay this VAT a second time for the amount of 35 euro

Your seller apparently failed to indicate the IOSS when sending it...
To get the parcel, you have to pay again, then ask eBay for a refund.
