I bought a Samsung phone from a German seller who seemed legitimate to me - more than 600 transactions but mostly as a buyer. Looking more closely, I realized too late that as a seller he wasn't very honest.
He buys a tracking number but doesn't ship the item. So I opened a PayPal dispute fairly quickly.
Seeing that I had opened a dispute, he shipped me a phone model that didn't match my description and is defective.
So I asked to change the PayPal dispute (from item not received to item not matching my order)
The seller tells me by email that he's OK for me to send the item back and that he will refund me, but when I try to initiate the return of the item via eBay, he has noted that he does not accept returns, so I get an eBay error message.
What can I do, I'm stuck with a defective item that doesn't match my order.
Can I take the initiative to send the item back with the shipping address on the parcel and provide the return number to PayPal? I have the impression that I'm going to get ripped off in this matter when I was already scammed by a seller without scruples.

OP2 years agoAbsolutely nothing is happening on PayPal; they say they’re reviewing the documents, but it’s been a month and nothing is moving. I wanted to return the item via eBay since the purchase was made on eBay (to have something secure and supervised), but it’s completely blocked. I have a message saying the seller refuses returns; when I continue with the process, I get a message mentioning a "technical error". It’s literally impossible
I thought PayPal and eBay were protecting my purchase, but I feel like I’m going to get "scammed" from both sides. The seller is telling me to send it back directly to his address?
Given the contact details, it’s a seller located in Africa who has a German post office box. He seems very experienced in fraud, and I know nothing about it. In nearly 20 years on eBay I’ve always been cautious and had never been scammed. Here, the profile with over 600 ratings (97.5%) completely fooled me
