Tax from South Korea

I paid the 20% VAT based on the country ( France ) at the final price of the item.
However DHL charged me €170 ( €98 VAT on the goods, €52 customs duty and €20 additional fees ) did they charge me VAT twice? How can I get a refund from Ebay or DHL? Thank you
