I bought the Samsung mobile phone on eBay I bought it second-hand, 2 months later it no longer works, should I ask for a refund or a repair.

Given the time limit... it seems you can't expect anything from the site since claims can't be made more than 30 days after delivery....
If your seller is a French professional.... contact them by registered letter (you'll find their address on their listings or profile in the "who we are" section .. ) and ask them how they intend to compensate you and repair your phone...
If they don't give a positive response, let them know that you are turning to the DGCCRF for help.
That should get them moving...
If your seller is foreign or a private seller.... forget it and buy a phone from another seller and/or rent one from your ISP...
