Hello, Ebay apparently closed my return request for two Disney Trove Packs three weeks ago and I'm still waiting for a response for the next step in the process.

Request for return for what reason: damaged item, not as described, or personal preference?

eBay then told me that my return request had already been closed and I therefore do not
know whether I will be delivered or refunded.

"my return request has already been closed and so I don't know whether I'm going to be delivered the item" = you got your wires crossed and didn't use the right procedure.
If you want to cancel an order, you need to make the request to the seller.
If you haven't been delivered the item, you wait until the delivery deadline has passed and open a dispute for item not received.
A return request is made only AFTER you've been delivered the item (how were you planning to send back an item you never received? 🤔)
On eBay you can only open one dispute per item, so there is no longer any recourse on the site.
Have you communicated with your seller? = what did they say?
