When will Ebay have a common policy with delivery services such as La Poste, FedEx, etc. so that the buyer only has to pay VAT once for a purchase from outside the European Union?
It’s the easy way out to suggest that the buyer ask for a refund. What’s more, the relevant section isn’t easy to find...

if you paid import VAT twice, it's probably because your seller didn't include the IOSS number on your shipment.
Without that information, carriers can't know that you already paid it at the time of purchase, so they charge it to you again.
In 99% of cases, the problem isn't caused by eBay or the carriers, but by the sellers.
To avoid this, get in touch with them and remind them to absolutely include this IOSS number.
