Hello, I paid the VAT when I bought it. The VAT number was not mentioned on the parcel and I had to pay the VAT again to receive the parcel. The seller is asking me to contact eBay (or? Which section?? Found nothing). The VAT refund should be done by the seller if they did not mention a number on the parcel. How do I get refunded?

It is not up to the seller to refund an amount they never received...
