International seller - insufficient performance - I want to be a NATIONAL seller

Hello,
We are a company that sells products exclusively suited to the French market (or even certain European countries, but not all, given automotive regulations).
My sponsored ads have been paused for several months due to a status of "insufficient performance". Indeed, during a period in 2022 the account was left abandoned (there was no one in our company to take care of it) and two disputes were left unanswered.
A new case came up in May due to poor communication with the customer.
3 disputes in 1 year—is that too much?
Also, if we do not wish to sell internationally (our ads do not offer international shipping), can we change this status, or select only a few countries?

if only in France > check the countries where you do not want to sell

However, I can't find anywhere to tick the countries..
Also, does this change my seller status to national?
