Selling Pokémon in sealed lots
I put my listing online
My question is: I asked the buyer to wait for the payment to hit my account before sending the parcel for security reasons
Am I allowed to do that???
Yes, I specified that in the listing
Thanks to the Ebay community

No: once eBay has informed you that the buyer has paid, you must ship, strictly respecting the planned shipping deadline.
At no point should you wait until the funds are in your bank account to do it (which anyway would make no sense, since in the event of a dispute eBay will take the funds back from your account to refund the buyer)
read the T&Cs:

absolutely not! It is clearly stated in the site's terms of use that once payment is confirmed, you must send the order.
It doesn't matter that you stated it in the listing since it's forbidden.
