Payment from a sale blocked for a month

A friend sold a valuable item worth €4500 on eBay. This item has arrived at the buyer’s place but she has not been paid. eBay has blocked the payout of this money. So she expressed her surprise. eBay replied that this money will be blocked for a month because it’s a large amount and the buyer needs time to try out this item...! She fears that the buyer may damage this item over such a long period...
My question is: From what amount does eBay hold the seller’s money for a month? I would indeed like to put a few valuable items up for sale, but not under these conditions.

For new sellers, the hold is automatic.
For the amount, you'll need to ask customer service because it's not specified in their link:
