I’d like to switch to a pro seller account and eBay is asking for my company registration certificate. I submitted a certificate less than 3 months old, but it keeps rejecting it.
What should I do?

For this procedure to be refused, there may be various reasons that only Customer Service can identify...
Contact them here-> eBay Customer Service
preferably during business hours via the "contact us" tab found on the page at the link above and ask to be called back.
Only they can answer you. No one here has the tools to do that.
