Despite the lack of explanation you give... a few leads->
- if you haven't received your purchase, it's here------> Get help for an item that hasn't arrived | eBay
within the 30 days following the expected delivery date...
if you want to get a refund for an item bought and paid for, it's there------> Return an item for a refund | eBay
Take a look at these 2 links, and depending on what you've already done, you may have the option to get help...
BUT WATCH OUT for the deadlines...
