Undelivered parcel by UPS International and refund by eBay with cancellation of the sale not requested
My first international order: UPS FRANCE sends me a message saying that I wasn't delivered to because I was absent, which is false, and Ebay refunds me without my having asked for anything, thus canceling the order and a new delivery. Dissatisfaction from the seller and the buyer. What is this UPS?

If I understand correctly....
UPS tells you that it was not delivered to you because you were absent
ebay refunds you and cancels the transaction.
Which means you suffered no damage...
If you want a new delivery... nothing stops you from ordering again from this seller, whom you say you are unhappy with because of the site’s decision... if he is still in possession of the item after it is returned by UPS since it was not delivered...
