I won an auction. Since the seller is in England and while waiting for the auction to end, I asked him for a quote for shipping to France. He replied that he had to check. Having no response, I followed up with him and then he tells me that he does not ship to France. No information was listed in the ad to indicate that there was no international shipping.
I had asked him the question before the auction ended. He told me he was going to check, but he didn’t tell me at the start that he didn’t do international shipping
I had understood (you already said so). He checked and decided not to sell internationally. That's his right and you won't be able to force him to send you the item.

the seller may have set up his listing incorrectly, but now that he’s replied, you know where you stand.
Ask him to do what’s needed to cancel the sale if that hasn’t already been done.
