List of eligible countries for an international sale

Hello,
a buyer living in India is asking me if I can send him the item he wants to buy.
However, I’ve just read on https://www.ebay.fr/help/buying/postage-delivery/changing-delivery-address-method/international-purchases-postage?id=4057 that this country is not on the list of eligible countries.
is this list non-exhaustive?

The list you’re pointing to is only the list of countries served by the international eBay delivery service (= packlink).
So you can ship elsewhere (eBay India exists), but you’ll have to handle the transport formalities yourself (you won’t be able to buy your shipping label via the eBay postage platform).
