I bought a Galaxy Watch 10 days ago but the seller still hasn’t sent the item and when I ask he keeps telling me he has a problem so I ask for a refund and he told me that he still hasn’t received your payment can you send me your account number so I can refund you.. I think it’s spam I can’t cancel the item because it’s still in transit

that's not how it works at all....
Not possible to cancel: you have to wait until the delivery deadline has passed before you can open a dispute for item not received
