There are internet literacy training sessions, in all town halls if you don't have a computer, ask about the location and times
On most sites, there is also awareness-raising about the risks of online purchases, and information about codes of conduct and respectful language on the web

On Ebay there are procedures and deadlines to follow to open or close a claim. Also, your purchase is dated 16/11, today is 22/11 and you’ve already gone after your seller.
It’s not with this kind of behavior that you’re going to solve your problem.
