Good evening @tlcao5778 you say "It's been a month and a half since I should have received the figurine". The deadline to open a dispute on eBay is 30 days after the estimated delivery date. So you were out of time, and in that case the buyer protection no longer applies; Since you paid with PayPal, open a dispute with them directly.
