Hello
I bought a lot of clothing paid by ppal ('well taken into account ) debited from my bank account but
small problem, the seller never received the payment notice and therefore never sent the package.
can you tell me what to do .I would like to receive my package .Thanks for your help

Strange that ebay didn’t notify the seller that the payment had been made and that she could ship. It’s up to her to see with customer service or come on the forum.
All payments go through ebay: I hope your seller is aware of that because if she’s waiting for the funds to arrive in her paypal, that will never happen, ebay only paying sellers by bank transfer.
On your side, since there’s no delivery, your only recourse is a dispute for item not received, to be opened as soon as the delivery deadline has passed:

Your seller is supposed to send the package as soon as she receives the eBay notification to do so ..
Payment is made afterward, in arrears ..
If she doesn't send your purchase, you'll need to request a refund as soon as the delivery date has passed
