in addition to @lingma85 's answer: tell your seller that they don't need to wait to receive their payment before sending the order. From the moment it is confirmed by eBay, they are required to post it to you.

You’ve done your part in the transaction.
If your seller is just starting to sell.. or if they’re an occasional seller, they’ll have to wait about +/- 21 days for their money...

Now,... if your purchase doesn’t reach you by the date stated in the order... you do what’s indicated in this link---->
Get help with an item that hasn’t arrived | eBay
Watch the deadlines carefully... disputes or site help are handled basically by robots and they don’t mess around with dates...
Respect all deadlines..
On the other hand, don’t let yourself be fooled by pretty words or wild promises...
