Nearly 2 months of funds being blocked: eBay, can you finally give a coherent answer?

I'm once again asking for help regarding a situation that has now been going on for almost two months and is seriously putting my business in difficulty.
I am a professional seller on eBay, with an account that, before these problems, worked perfectly. I notably achieved Top Rated / Highly Rated Seller in Germany and internationally status, and eBay itself acknowledges in several of its replies that my performance is excellent.
Yet, for almost two months now, my funds have been held and shown as needing to be released 30 days after sales/deliveries, which prevents me from managing my cash flow and business normally.
The most problematic part: nobody at eBay gives me the same answer.
I have contacted eBay many, many times, by chat and by email.
And here are the different answers I received:
One advisor told me that my funds would be released that same evening.
Another told me the funds would be released 3 days after delivery confirmation.
Another explained that as soon as my restriction was lifted, my funds would be released.
Then another advisor explained that no, the funds would ultimately remain blocked for 30 days.
Another also told me that the delay could be between 7 days minimum and 30 days maximum.
And today, some advisors simply tell me I have to keep selling and wait for the system to reassess my account.
So with every new conversation, I get a new explanation.
In the meantime, my account was indeed restricted.
I then did everything eBay asked me to do:
provide the requested information and documents;
enter the tracking numbers;
ship the orders;
get the orders delivered;
resolve ongoing issues and requests;
follow the conditions communicated to me by customer service.
I even asked eBay to confirm in writing the exact conditions that had to be met for the restriction to be lifted.
I met them all.
The restriction was finally lifted on August 23, 2026, and my account was then confirmed as verified.
But the funds problem still has not been resolved.
That is where I completely no longer understand the situation.
Before my restriction was lifted, several advisors had told me that the restriction was the reason for the block and that the return to a much shorter delay would happen after it was lifted.
Once the restriction was lifted, I nevertheless found that my new sales are also still showing a 30-day hold.
I even made 28 new sales, and despite the restriction being lifted, they are also showing this delay.
So I asked eBay for an explanation.
And once again, the answers differ.
One advisor recently wrote to me that:
“These funds will be released within 3 days following delivery confirmation, provided that no claim or dispute is open on the account.”
Then, right after that, another advisor explains that I must ultimately wait 30 days, and that my funds could possibly be released sooner if I make more sales.
But then, what is the rule?
And most surprisingly: eBay's own documentation seems to say something else.
eBay's policy regarding held funds explains that accounts that have been restricted can indeed be subject to a hold for a period after the restriction is lifted.
But it also specifies that, for tracked orders, funds are generally available 24 hours after delivery confirmation.
That is exactly what I'm trying to understand:
Why does my account continue to apply a 30-day delay to my new sales, even though my restriction is lifted, my orders are delivered, tracking is entered, and eBay considers my performance excellent?
And meanwhile, I'm the one bearing all the consequences.
I still have to pay my suppliers.
I have to finance new orders.
I have to pay shipping costs.
I have to manage refunds and any returns.
But eBay is holding several thousand euros from my business and sometimes even prevents me from using the funds held in my own balance to make certain refunds.
I have already had a situation where I had several thousand euros in held funds on eBay, but my actually available balance was negative, and eBay still asked me to use an external payment method to issue a refund of only €35.
I find it extremely hard to understand that eBay can hold a seller's funds “to cover possible refunds,” while at the same time preventing that same seller from using the held funds to make those refunds.
I'm not asking eBay to remove its checks.
I fully understand that eBay can carry out security checks.
I also understand that eBay can protect buyers and guard against fraud.
What I'm asking for is consistency and transparency.
I simply want to know:
Why are my new sales still blocked for 30 days when my restriction has been lifted?
What is the actual applicable delay: 24 h, 3 days, 7 days, or 30 days?
What are the exact criteria for returning to the normal delay?
How many sales do I need to make?
For how long do these performance levels need to be maintained?
Why is no advisor able to give me the same answer?
And above all: why do the information given by customer service not always match the information shown on my account and the information published in eBay's rules?
I have the entirety of my exchanges with eBay, screenshots of my account, the different replies from advisors, delivery dates, announced release dates, and the conditions that were communicated to me.
I am now putting together a complete, chronological file of this situation, because I cannot keep going indefinitely with different answers from every person I speak to.
I am simply asking for a competent advisor to actually review my case as a whole and give me a definitive, written, and consistent answer.
Because after almost two months, several thousand euros blocked, and dozens of contacts with customer service, “please wait and keep selling” is no longer an acceptable answer for a professional business that depends on its cash flow.

As for eBay advisors, they don't come onto the forum.
