You had 30 days from the date of purchase to make a cancellation for non-payment:
https://www.ebay.fr/help/selling/getting-paid/rsoudre-les-litiges-pour-objet-non-pay-avec-les-acheteurs?id=4137&st=3&pos=1&query=R%C3%A9soudre%20les%20litiges%20pour%20objet%20non%20pay%C3%A9%20avec%20les%20acheteurs&intent=objet%20non%20pay%C3%A9&lucenceai=lucenceai&docId=HELP1091
It's now too late, so in addition to keeping the item (which you can relist), the commission fees will be charged to you...
Why did you wait so long?
Kind regards
P.S.: remember to block the unscrupulous buyer and to set up your eBay account

You were already told that it was too late...

it’s no use, you didn’t do what you should have done in this case, it’s too late
you should have opened (with no response from them) an unpaid item dispute after 4 days and closed it 4 days later as unpaid; then they would have gotten a warning and after two they wouldn’t have been able to bid with sellers who had configured their account, so you would have recovered the eBay fees you’re going to have on this sale in the form of a credit
eBay isn’t the land of the Care Bears
