It's a total scam!
They've just charged me 70 euros in additional fees for an alleged oversize or overweight issue (they can't even tell me which) on the one and only package I tried to send through this service offered via a link by eBay
I've been a seller on eBay for 4 years. I've sent more than 600 parcels without ever having any problem, via Mondial Relay, La Poste or Shop to Shop... so I know perfectly well how to secure, measure, and weigh a package. And how to fill out a shipping label properly.
The only thing I didn't do was take the whole process in photos to anticipate the dishonesty of the provider who, to validate my dispute, is asking me for photographic proof
I thought I was going to save money, and I was badly mistaken.
If you use Packlink, be very careful and expect the worst every time because these people are thieves.
