as long as the current account is not closed, you need to log out of it if you want to use the same browser to create a new account with a new username. ( if you don’t do this, there may be links between the 2 accounts. )

YOU CAN'T TURN A BUSINESS ACCOUNT INTO A PERSONAL ACCOUNT... (whereas the reverse is possible...)

keep your current account to buy ...
Otherwise do what’s needed to close it ----->
Close your account | eBay
and
create a new account again as an individual...
.... for that, --->
