Multi-buy discount for individual sellers

If I understand correctly, private sellers will no longer be able to offer a discount on shipping fees for multiple purchases. Is eBay's new policy to favor professional sellers?

You clearly didn’t understand what was said. I’m reposting here the relevant part of eBay’s message:
"The multiple purchase feature will now be reserved for professional sellers. Active listings using multiple purchase discounts will automatically be converted to listings with multiple quantities, without multiple purchase discounts."
What does that have to do with what you say: "private sellers will no longer be able to offer a discount on shipping costs in the case of multiple purchases" ?
What private sellers will no longer be allowed to do is offer discounts for the same item depending on the quantity sold.
You say: "Is eBay’s new policy to favor professionals?"
Do you really think the fact that private sellers will no longer have commissions to pay (except international fees) goes in that direction?

The eBay message does not say that private sellers will no longer be able to offer a discount on shipping fees when a buyer combines several purchases. It says that the “multiple purchase” feature, that is, the ability to grant a discount based on the quantity bought of the same item, will henceforth be reserved for professional sellers.
For example, if I sell an item for €10 and offer it at €10 each for one copy, but €8 each from two copies onward, that’s the kind of discount this concerns.
So we need to avoid inferring from this that private sellers will no longer be able to reduce shipping costs when several purchases are combined: that is not what the quoted text says.
As for the idea that eBay would now be trying to favor professional sellers, that also needs to be demonstrated. One could possibly consider that reserving certain commercial features for professionals gives them an advantage, but that is not enough to conclude that eBay is generally “favoring” professionals.
On the contrary, the fact that private sellers now benefit from the absence of certain fees goes rather in the opposite direction financially. So one can criticize the removal of the “multiple purchase” feature for private sellers, but it seems excessive to draw the general conclusion that eBay is trying to favor professionals.
