Pour un achat immediat sur tout ebay , est ce normal que le vendeur ALLEMAND refuse la livraison en france ?

Yes, it is normal. A seller can decde which countries he/she wants to sell to.

In my case, I am a US seller and i sell US products almost exclusively to my french customers because i have found them to be very kind and reliable.

Although a seller in other countries can decide not to sell to members in France, I dont think it is very wise of them 🙂 I love my french customers.
