Purshase of a good from a non professional seller from EU to UK

Simple question, I bought a rc model model from a French seller for around 110 gbp including delivery. The parcel arrived in the UK it has been blocked into custom and they charge me VAT as a buyer. Isn’t it to the seller to pay the VAT ?Thanks
