I have just refunded the cost of purchase and postage to a buyer who said the goods were not received, 11 days after posting. To safeguard this in future, if I offer registered post and a buyer wants the item sent normal post, am I still liable if the item does not arrive?

with a registered post .... you are not liable because you have a number following mail.
And the item can be found.
