Import fee

I bought a item from a guy in USA and it's write that it's free shipping but when I tried to pay it appears one price for shipping and a price for import fees. What's tis because perhaps I will pay import fees at customs here in Portugal and if the guy will send an item, why I must pay 2 times import fees if he will export?
