I sold an item for which the buyer has not paid, after sending an invoice, and a reminder a week later; how soon can I offer the item to a second-chance buyer?

Vous devez ouvrir un litige pour Objet non payé et respecter les délais pour faire une offre de seconde chance .

You must engage a litigation for "failure of payment" (litige pour non paiement)

So you engage a "litige pour non payment" using the ebay resolution centre (gestionnaire de litge) not before 4 days and not after 32 days follownig the sale.

On the right : "J'ai vendu..." tick the checker box "je n'ai pas encore reçu mon paiement"
So ebay sends a message to the buyer asking him to pay. The buyer has 4 days to give a reasonable explanation preventing him to pay, or to pay. If the buyer don't answer or doesn't give reasonable explanation, you can close the litigation just after...So ebay will cancel the transcation, and refund the selling fees. The buyer receives a "Warning".
Note that litigation closure must be done betwween the 4th and 36th day folloxing the sale.
Since the moment you have a deal cancellation confirmation from ebay, YOU CAN offer the item to a second chance buyer or relaunch an auction.
